Village Board Meeting
The Winslow Village Board met in regular session on Wednesday, September 14, 2005 at 7:00 PM. at the Village Hall. The meeting was called to order by Mr.Croup. The roll call went as follows:
Members Present: Ms.
Hook, Mr. Marks, Mrs. Wire, Mrs. Mc
Phillips, Mr. Hastings, Mr. Diffenderfer
Present: Dennis Bunker,
JR Temperly, Jerry Adams
A motion was made by Mr.
Diffenderfer and seconded by Mr Marks to approve the minutes of the last
meeting. All were in favor. Motion carried.
A motion was made by Mr. Mc Phillips and seconded by Mr. Hastings to approve the financial report. All were in favor. Motion carried.
JR wants to know why Gill’s is coming in so early in the morning. He thinks that something needs to be done. The trucks are coming in at 2-3 o’clock in the morning. Don’t we have a noise ordinance in Winslow?
There is a problem with dogs down in JR’s area. Pit bulls are loose and Bob Patin’s girl got bit by one while delivering papers. Mr. Diffenderfer will check into this.
Curb stop will be fixed next week.
Mr. Adams issued a building permit to Mrs. Coldiron.
STREETS, ALLEYS, BRIDGES AND
SIDEWALKS:
Saturday from 10AM to 2PM fire
station will be open for any donations for Katrina – non perishable food,
water, paperplates etc.
Mr. Bunker says the mowers are
running good. However, the snow plow
has not been checked out.
There was debris dumped on Denny’s
step right after a rain. The street
sweeper does not get used much because the pump for the water does not
work. If the street is swept when dry
there is a lot of dust flying.
PUBLIC PROPERTY, WATER AND SEWER:
Bad sidewalk has been barricaded for
the time being until repairs are done.
On Taylor nothing has been
done. Mr. Bunker will check with one of
the workers and see if they can cold patch Taylor Street
Paradise Cove has agreed to pay for
the tree removal.
HEALTH, WELFARE AND POLICE:
Mr. Fuchs stated that we are almost
out of spray for mosquito spray. A
55-gallon drum costs $2,585 and we have only enough for one more spray. The price will be the same until January and
then there will be a $10% increase after that.
Mr. Diffenderfer motioned, seconded by Mr. Marks, to purchase 55-gallon
drum of mosquito spray. Roll call was
made. All were in favor. Motion carried.
We also need documentation that Mr.
Fuchs has his license.
FINANCE AND APPROPRIATIONS:
We are now covered by
insurance. Mrs. Mc Phillips made a
motion and Mr. Diffenderfer seconded to have Mike pursue the $500 boiler and machinery coverage. Roll call was made. All were in favor. Motion carried.
PERMITS AND LICENSE:
Randy Marks has been appointed to
this position. Mr. Adams answers to him
now.
OTHER BUSINESS:
An antenna is up on the water tower. Mr. Rutter is now looking to get in the buildings to put the
instruments in.
Parking light situation needs to be
resolved. Boundaries are not a
problem. Lead time is a couple months
now.
Update on subdivision -
all property involved is under ownership of Dave Tuell. Mr.Hastings and Mr. Croup have a meeting
with attorney next week. Winslow got
the public facilities grant that will help with the infrastructure. More information coming next meeting.
We are going to lose our village
marshall. He has other opportunities
that he will be doing and it does not include Winslow. The committee will need to interview some
candidates.
Executive sessions need to be
recorded. To be compliant we need to
purchase a recorder. Mr. Hastings made
a motion to give Mr. Croup permission to spend up to $100 for a recording
device. Mrs. Mc Phillips seconded the
motion. Roll call was made. All were in favor. Motion carried.
A motion was made by Mr.
Diffenderfer and seconded by Mrs. Mc Phillips to approve the bills with the
additions. Roll call was made. All were in favor. Motion carried.
Mr. Croup adjourned the meeting at 9:00 PM.
